August 13, 2018 Dear Francis Nealle Ricasio, Greetings! Thank you for your request dated July 23, 2018 09:09:10 AM under Executive Order No. 2 (s. 2016) on Freedom of Information in the Executive Branch. Your request You asked for a copy of the Latest Revised Manual for Prosecutors. Response to your request While our aim is to provide information whenever possible, in this instance this Office cannot provide the information you have requested. The Manual subject of your request contains privileged information, premature disclosure of which would likely or significantly frustrate the implementation of a proposed official action. It is also noteworthy that the said Manual is for the exclusive use of Prosecutors, as agreed upon by the Department of Justice (DOJ) and the International Development Law Organization (IDLO) in coordination with the American Bar Association-Rule of Law. Your right to request a review If you are unhappy with this response to your FOI request, you may ask us to carry out an internal review of the response by writing to the Hon. Menardo I. Guevarra, Secretary of the DOJ. Your review request should explain why you are dissatisfied with this response, and should be made within fifteen (15) calendar days from the date when you received this letter. We will complete the review and communicate to you the result thereof within thirty (30) calendar days from the date when we receive your review request.
