Hi, DOJ/LRA team,

I would like to know the step by step procedure on how to file a Petition for administrative reconstitution of the Lot Title (we purchased) that was burned/destroyed from Fire in Ilagan Isabela, R.D.

I am writing this request in lieu of our Certificate Authorizing Registration (CAR) that is due to be expired soon.

Dear JOHN ADRADOS,

Greetings!

This is to acknowledge receipt of the inquiry you sent through the eFOI portal, dated 24 April 2018, on the step-by-step procedures in filing a petition for administrative reconstitution of the lot title that was burned/destroyed by fire in the Registry of Deeds in Ilagan, Isabela. 

As per the Reconstitution Division of the Land Registration Authority, the filing of petition with the required from, which can be obtained from the respective Registry of Deeds, can only be done after the publication of notice by the Registry of Deeds.

If the title was destroyed when the Registry of Deeds was burned in December 1976, the owner may file a petition with the respective Registry of Deeds. If the title was destroyed when the Registry of Deeds was burned in July in 2016, the owner cannot yet file a petition because the Registry of Deeds is still on the process of publication.

Further, it is also worth noting that only the owner can file the petition, a special power of attorney will not be recognized by the Registry of Deeds.
