But is it possible to get it sooner? I went to the DOJ last week and the document was already ready but I was told to make an FOI request before the document can be released.

You asked for a certified true copy of this Department’s Legal Opinion no. 44, series of 1990.
Response to Request
I enclose a copy of said Opinion for your perusal. We wish to inform you however that the present Freedom of Information mechanism is not intended to cater to requests for certification.
Your right to request a review
