You may now access the scanned copy of the same uploaded in this Department's official website, specifically in https://www.doj.gov.ph/files/Annual_Reports/DOJ%20ANNUAL%20REPORT%202018%20resized.pdf.

As for the CYs 2019 and 2020, the finalized versions have yet to be released by this Department. Once released, these will be made accessible in this Department's official website.
