Hi I am Atty. John Dx S. Lapid, Corporate Attorney of Metropolitan Cebu Water District, I would like to request a copy of the DOJ Ruling on March 29, 2012, regarding the exemption of Local Water Districts from payment of annual charges by the National Water Resources Board. It was also clarified in that decision that LWDs are government instrumentalities with corporate powers. I hope that you can give me a copy of such ruling. Thank you.
