An agency where I am employed is an attached corporation to the Department of Agriculture (DA). The attachment of the agency with DA is for program and policy coordination. The agency is governed by a separate board of directors and as per its enabling law it is being headed by an Administrator. In Nov. 30, 2023, the DA Secretary issued a MEMORANDUM directing ALL of its attached agencies, bureaus and CORPORATION to transmit all requests for Foreign Travel Authority (FTA) for his/her approval. Who shall approve the FTA of an employees of an attached GOCC who are NOT presidential appointee?
