Hi! I would like to request information regarding the Devolved functions of DOT for municipal level.
May I ask also a copy of the DOT Devolved function template for Municipal. The said template will be used as our basis in preparing our local devolution transition planning.

Dear Ms. Villegas,

Greetings!

Thank you for your request dated 16 November 2021 05:08:58 AM under Executive Order No. 2 (s. 2016) on Freedom of Information in the Executive Branch.

Your request

You asked for the DOT Devolution Transition  Plan template for municipality.

Response to your request

While our aim is to provide information whenever possible, the DOT's Devolution Transition Plan has yet to be approved by the Department of Budget and Management (DBM), as required under Rule V Section 12 of the Implementing Rules and Regulations of Executive Order No. 138 s. 2021.

As such, we are constrained to deny your request under Section 6 (b) of Office of the President Memorandum Circular No. 89, which exempts from the right to access to information such information of which a premature disclosure would be likely to frustrate implementation of a proposed official action.

Rest assured, however, that once the DBM approves the DOT's Devolution Plan, we will be able to provide a copy of the same.

As for the copy of the template, you may coordinate with the Department of Budget and Management (DBM) through their website at https://www.dbm.gov.ph/index.php/contact-us/office-directory.

Your right to request a review

If you are unhappy with this response to your FOI request, you may ask us to carry out an internal review of the response by writing to Sec. Bernadette Romulo-Puyat at 351 Sen. Gil Puyat Ave., Makati City. Your review request should explain why you are dissatisfied with this response, and should be made within 15 calendar days from the date when you received this letter.
