a) International and Local tourists arrivals
b) Flight coming from Batanes to Manila
c) Number of AEs before pandemic and number of AEs closed during pandemic

Your FOI request was approved.
You may find the data on the visitor arrivals in Batanes from 2015 to 2020 at https://www.foi.gov.ph/requests/aglzfmVmb2ktcGhyHQsSB0NvbnRlbnQiEERPVC00MTYxODgwNjgxNTcM. As for January to August 2021, there is no tourist arrival because Batanes is closed to tourism activities.
Below are the number of DOT-accredited accommodation establishments in Batanes before the COVID-19 pandemic:

Below are the number of DOT-accredited accommodation establishments in Batanes that closed down their operations during the COVID-19 pandemic.

Likewise, please be informed that the data above were the only available data from DOT Region II.
As for the data on the flights coming from Batanes to Manila, you may coordinate with the Civil Aviation Authority of the Philippines (CAAP) thru their website at https://caap.gov.ph/.
