22 May 2023 Dear Ms. Disimulacion, Thank you for your request dated 19 May 2023 made under Executive Order No. 2 (s. 2016) on Freedom of Information in the Executive Branch. Your request You asked for a copy of the National Tourism Development Plan (NTDP) 2023-2028. Response to your request While our aim is to provide information whenever possible, the NTDP 2023-2028 is still in its draft form and has not been approved by the Tourism Secretary nor the President to-date. As such, we are constrained to deny your request under Section 6 (b) of Office of the President Memorandum Circular No. 89, which exempts from the right to access to information such information which a premature disclosure would be likely to frustrate the implementation of a proposed official action. Rest assured that the Plan will eventually be made available thru the DOT portal or website once finalized. For further assistance you may review the FAQ section of the eFOI site: https://efoi-ph.appspot.com/help. Your right to request a review If you are unhappy with our response to your FOI request, you may ask us to carry out an internal review by writing a letter or email addressed to Secretary Christina Garcia Frasco of the Department of Tourism and sending it through the email address: foi_ro@tourism.gov.ph. Your review request should explain why you are dissatisfied with the response and should be made within 15 working days from the date when you received this response. We will complete the review and tell you the result within 30 working days from the date when we receive your request for review. If you are not satisfied with the result of the review, you then have the right to appeal to the Office of the President under Administrative Order No. 22 (s. 2011).
