I am Ms. Kim Sangalang, a 3rd year college student from De La Salle Lipa currently taking up a Bachelor of Science in Business Administration Major in Financial Management. We are conducting our thesis study titled, “The Effect of Financial Literacy of SME Owners on the Growth of SMEs in Lipa City, Batangas”. In this regard, we seek your permission to allow us to know some information regarding small and medium enterprises (SMEs) (your meaning of Small and medium Enterprises SMEs) and the list of SME owners in Lipa City, Batangas this year (2023).

Your Request
You asked for List of Small and Medium Enterprises (SMEs) owners in Lipa City, Batangas and Meaning of SMEs.
Response to Request
On the definition of MSMEs, Section 3 of RA 9501 s.2010 states:
MSMEs shall be defined as any business activity or enterprise engaged in industry, agribusiness and/or services, whether single proprietorship, cooperative, partnership or corporation whose total assets, inclusive of those arising from loans but exclusive of the land on which the particular business entity’s office, plant and equipment are situated, must have value falling under the following categories:
micro : not more than P3,000,000
small : P3,000,001 - P 15,000,000
medium : P15,000,001 - P100,000,000
We have also attached a copy of RA 9501 for your reference.
As for your request on the "List of Small and Medium Enterprises (SMEs) owners in Lipa City," please be informed that "registered business" is different from "registered Business Name". All we can provide is the number of registered Business Names for sole proprietorship.
Also, DTI Business Name registration is not a permit or license to engage in any type of business since the permit to operate is issued by the Business Permit and Licensing Office of the concerned LGU.
Thus, if you are looking for the actual number and details of operating businesses, you may inquire with the Business Permit and Licensing Office (BPLO) of the concerned LGU since they are the ones who issue a business permit to operate.
And also kindly note that we cannot identify if a business name is classified as small, medium or large business due to reason that we don't require the capitalization in the registration of business name.
Your right to request a review
If you are unhappy with this response to your FOI request, you may ask us to carry out an internal review of the response by writing to <Sec. Alfredo E. Pascual at email secretary@dti.gov.ph>. Your review request should explain why you are dissatisfied with this response, and should be made within 15 calendar days from the date when you received this letter. We will complete the review and tell you the result within 30 calendar days from the date when we receive your review request.
If you are not satisfied with the result of the review, you then have the right to appeal to the Office of the President under Administrative Order No. 22 (s. 2011).
