To whom it may concern: 

I read an article in The Public Manager (https://www.cesboard.gov.ph/2018/Public%20Documents/Public%20Manager/2019/PM%20Magazine%202019Q2_v10.pdf) that said that the DTI gives a one-time monetary incentive to those who are qualified to receive step increments as per CSC-DBM JC No. 1, s. 2012 but cannot because they have already reached step 8 of their item's salary grade. May I see the guidelines for the implementation of this incentive?
