Hi,

As we understand it, all power plants have to undergo a regulated process before they can offer electricity to end-users such as connecting with a distribution utility. As we understand it, power plants cannot directly offer power to end-users, but this is subject to certain exceptions.

We would like a diagram and explanation of this regulated process and an explanation to what these exceptions are and how they work.
