Hi, Sir/Madam. 

Good day!

I would like to ask what's the meaning of the average rate in this file (ERC_2022 Average Rates) you sent last March 27 in response to my request? Is it the average of all consumer type? How about for residential alone? I noticed there are some DUs with no available average for December (see file ERC_2022 EFFECTIVE RATES PER CONSUMER TYPE).
