I am currently completing my final requirement (strategic management plan) for my MBA degree in the Ateneo Graduate School of Business, and working under the Office of the President-PRRC. To be able to provide a strategic management plan for our horse racing industry, I would like to request for the following information: 1) No. of race days in 2015, 2016 & 2017. 2) No. of actual races in 2015, 2016 & 2017 3) List of registered horses and their owners for racing 4) Data on income of illegal bookers in 2015, 2016 & 2017 5) Current campaigns of GAB for horse racing industry. Thank you for your request dated Sep 30, 2018 under Executive Order No. 2 (s. 2016) on Freedom of Information in the Executive Branch, for Horse Racing in the Philippines.
We received your request on Sep 30, 2018 in accordance with the Executive Order's implementing rules and regulations, and we have consulted the division in our agency in charge of horse racing (GAB's Horse Racing Supervision Division). We were informed by the said division that we can only provide you items no. 1 (No. of race days in 2015, 2016 & 2017); 2 (No. of actual races in 2015, 2016 & 2017); and 5 (Current campaigns of GAB for horse racing industry). This is because GAB's regulation of horse racing is limited to its betting aspect, and hence, we cannot provide you with the other information.
For items no. 3 (List of registered horses and their owners for racing); and 4 (Data on income of illegal bookers in 2015, 2016 & 2017), you may consult the Philippine Racing Commission (PHILRACOM), since they are in charge of the non betting aspects of the horse racing in the country.
I am now forwarding this request to our agency's Decision Maker for the agency's official approval of the release of the information.

Thank you for your request dated Sep 30, 2018 11:47:49 PM under Executive Order No. 2 (s. 2016) on Freedom of Information in the Executive Branch.
You asked for specific information on Horse Racing in the Philippines.
Your FOI request is approved but only as to specific items of your request. I enclose a copy of the information you requested and those that we can only provide.
We can only provide you items no. 1 (No. of race days in 2015, 2016 & 2017); 2 (No. of actual races in 2015, 2016 & 2017); and 5 (Current campaigns of GAB for horse racing industry). This is because GAB's regulation of horse racing is limited to betting aspect, and hence, we cannot provide you with the other information.
For item no. 3 (List of registered horses and their owners for racing), we suggest that you consult the Philippine Racing Commission (PHILRACOM), since the agency is in charge of the non-betting aspects of the horse racing in the country.
As to item number 4 (Data on income of illegal bookers in 2015, 2016 & 2017), GAB does not produce such specific information on this one, since operations on illegal bookers are done in surveillance manner.
