Dear GCG,

May I kindly clarify Section 8 of the CPCS Circular 2021-009: Eligibility of Incumbents. Said section provides for the percentage of benefit entitlement of incumbent based on the length of service in the GOCC.

May I clarify if an incumbent who has been with the GOCC for 12 months at the time of payout is entitled to a 100% of the benefit for Tranche 2/3. For example if the employee was hired only on December 2022, he/she is entitled to a 100% of the Tranche 3 payout which is scheduled to be released not earlier than January 2024?
