Dear Mr. Silva,

         We formally reply to your FOI Request received through the eFOI Portal on 17 May 2018,  requesting from the Governance Commission a copy of the SALNs covering Calendar Years 2014 to 2017 of the following DFPC employees:
1.	Lorenzo C. Formoso
2.	Vicente Pelagio A. Angala
3.	Manolito E. Canlas

           As per your representation, the documents you are requesting shall be submitted to the PACC, and to the Office of the Ombudsman relative to a Plunder Case (OMB-C-C-17-0152/OMB-C-A-012).

	Regrettably, we are unable to provide you with the requested documents/ information since the Governance Commission is not the repository agency of the SALNs of the employees of Government -Owned or -Controlled Corporations (GOCCs). In accordance with Civil Service Commission (CSC) Memorandum Circular No. 03, s. 2015,  the heads of GOCCs with and without original charters and their subsidiaries file their SALNs with the Office of the President. Meanwhile, all other officials and employees in the central/main/national offices of GOCCs with and without original charters, and their subsidiaries in the regions file their SALNs with the CSC.
