I would like to secure a copy of LRC Circular No. 119 in relation to the preparation of a petition for cancellation of encumbrance we intend to file in behalf of our client.  I tried looking for the text of the said circular in the internet but my efforts proved futile.  I hope you can send me a copy of the text.  Thank you and good day.
