Hi! would like to clarify regarding the annotation of Special Power of Attorney.

1. We are a developer who process housing loan applications of clients to Home Development Mutual Fund, and prior to Loan Take out the Fund is requiring the Annotation of Deed of Assignment of the Borrower.
And in cases where the borrower has an Attorney-in-Fact the SPA should be annotated at the same time.

Registry of Deeds Quezon Province and Laguna is allowing the said transaction, but the Registry of Deeds Tagaytay is not. 

Is it right?
