Where to complain about the delayed transfer of Title from the Developer Filinvest Land and Tax Declaration certificates. 

Filinvest has been paid for 3 years and they haven't issued my title. I need it as soon as possible to have a loan take out from Unionbank and get home improvement loan with Landbank. Due to lack of requirements can't proceed with my application
