Dear Sir/Maam,
Refer to paragraphs (Annexes) 6.a & 7.a of the Synopsis below regarding the questionable/forged signatures of Florencio V. Ramos, Registrar of Deeds for Rizal Province.
SYNOPSIS of CAD Lot No. 13340
Spouses Don Exequiel Ampil and Doña Priscila Monzon acquired a vast track of lands in Antipolo, Cainta, Pasig and other parts of Rizal.
One of the said properties was Lot No. 8, Plan II-9979, was registered in Original Certificate of Title No. 2500, Decree No. 67402, Record No. 13181, Case No. 106; and Plan II-0079, Lot No. 13 (See 1. Survey Plans).
Bounded on the N. by property of Francisco Hernandez and on the N.W. by property of Benito Hernandez (CAD Lot Nos. 13340 and 13361 respectively), the above lots were known to have been acquired by the Spouses (Spanish Civil Code: Title VII); and the former above property was locally known as ‘Sabungan’ area, all located at Sto. Domingo, Cainta; was never in ‘Sitio of Talon’. (See 2. PNB Solicitud: as a ‘secondary evidence’, G.R. No. 91797).
It was in 1998, that the heirs started to unearth records after records which show transfers, dispositions and conveyances under very anomalous, fraudulent and questionable circumstances; and most of the prime lots were located at Sto. Domingo, Cainta was ostensbly grabbed by the infamous: Felisa Asuncion vda. De Afable (See 3. NBI Disposition Form 03-12580; page-4, paragraph- 8: LITIS PENDENTIA).
The issued chain of titles below of the property a.k.a. ‘Sabungan’ appears bogus or counterfeit based on the following considerations, to wit:
1. OCT No. 3073: Felisa Asuncion, a widow (vda. De Afable)
Issued May 20, 1924 (Annex-1). There is no ‘Sitio of Talon’.
a. LRA Ordinary Decree Section’s re: Record No. 23383’s Decree Number was ‘not indicated’ (Annex-1a);
b. The above ‘paragraph 1.a.’ is reasoned out below:
i. Exequiel Ampil was oppositor or claimant to the case, thus Decree No. 152221 was ordered under his name; similarly like the case of G.L.R.O. Record No. 11271, Decree No. 75124, OCT No. 2535 (Annex-1b);
ii. There was no approved Survey Plan Psu-35805 available in the file or records at the DENR Regional Office No. IV in the name of Felisa Asuncion (Annex-1c);
iii. Act No. 496, Sec. 37: If in any case the court finds that the applicant has not proper title for registration, a decree shall be entered dismissing the application, and such decree may be ordered to be without prejudice;
c. G.R. No. 173120 Gaw vs. Ayala (Jul 26, 2017):
‘When a land registration decree is marred by severe irregularity that discredits the integrity of the Torrens system, the Court will not think twice in striking down such illegal title (OCT No. 3073) in order to protect the public against unscrupulous and illicit land ownership’.
2. TCT No. 491185: Francisco and Paciencia A. Afable
Issued March 24, 1976 (Annex-2). There is no ‘Sitio of Talon’.
a. Judicial Form No. 109 (Revised September, 1954)* was not printed and not issued by the government agencies’ National Printing Office & Land Registration Commission respectively; or ‘saksak’ (Annex-2a.1). Proper form should be:
Judicial Form No. 109 (Revised January 31, 1975) (Annex-2a.2);
Revised Administrative Code, Sec. 193: ‘... and it is the duty of a register of deeds to record in proper form all instruments relative to such lands, the recording whereof shall be required or allowed by law.’

b. Register of Deeds certifies that all documents used for the basis of its transfer ‘cannot be located’ (Annex-2b);
c. It is very evident on the NBI Disposition Form 03-12580, Feliza Ascuncion vda. De Afable, was in the habit of inserting (saksak) titles in the Registry of Deeds; like her OCT No. 3073, when Feliza’s case was denied by the Court; she used Exequiel Ampil’s issued decree number.
d. Her habit persists on the transferred titles of her children, and is also evident on G.R. No. L-7651; which states that:
‘Plaintiffs' remedy if any is an action for damages against Afable by reason of fraud…’ (Annex-2c).
3. TCT No. 512542: Paciencia A. Afable
Issued August 20, 1982 (Annex-3). There is no ‘Sitio of Talon’.
a. As certified by the Property and Supply Section (Annex-3a):
i. On the title’s upper-left, Serial No. 4367054 was issued on August 4, 1982; much higher than Serial No. 3955039 was issued later on September 14, 1982, of its derivative title TCT No. 512807 (not in chronological order);
ii. If the title’s property is located in Cainta, Province of Rizal, how come that the Judicial Form No. 109 used was issued to the Registry of Deeds of Pasig, Metro Manila…?
4. TCT No. 512807: Emily Cu Uy Gam, Single
Issued September 10, 1982 (Annex-4). There is no ‘Sitio of Talon’.
a. Register of Deeds certifies that all documents used for the basis of its transfer ‘cannot be located’ (Annex-4a);
b. On the title’s upper-left, Serial No. 3955039 must be higher than the previous Serial No. 4367054 (see paragraph 3.b.i.);
c. The ‘No.’ beside the serial number is not indicated or missing (refer to Annex-3);
d. And again as certified by the Property and Supply Section (Annex-3b), if the Judicial Form No. 109 was issued on September 14, 1982; how come this title was issued/registered ahead on September 10, 1982…?
5. Wherefore, all derivative titles emanating from OCT No. 3073 are null and void ab initio, including the titles registered under the names of the following persons, to wit:
a. Emily Cu Uy Gam, Single - TCT No. 068-2014005608 (to 610) (Annex-5.1);
b. Ken Kian Chiong Yu - TCT No. 068-2018005493 (Annex-5.2) and
c. Sunny Realty Corporation - TCT No. 068-2018005494 (Annex-5.3).
More of the titles below appear bogus or counterfeit based on the following considerations, to wit:
6. TCT No. 506760: Laura B. Cruz et al.
Issued May 12, 1981 (Annex-6)
a. That all of the signatures of Acting Register of Deeds Florencio V. Ramos, is questionable compared with his signatures on TCT No. 501255 (refer to Annex-6a);
b. The ‘No.’ beside the serial number is not indicated or missing (refer to Annex-3).
7. TCT No. 507406: Emily Cu Uy Gam, Single
Issued May 22, 1981 (Annex-7)
a. Again, all of the signatures of Acting Register of Deeds Florencio V. Ramos, is questionable compared with his signatures on TCT No. 501255 (refer to Annex-6a);
b. The ‘No.’ beside the serial number is not indicated or missing (refer to Annex-3).
8. Emily Cu Uy Gam Po – Affidavit (Annex-8)
How come that all of her titles in the years 1981, 1982 and 2014; indicates that she is still SINGLE if she was already MARRIED since February 3, 1973 (a conspiracy)…?
‘A spurious or fake title cannot be the source of any legal right. It is a sham and has no basis in fact or law. It is purely manufactured or fabricated.
It was not registered in the ordinary course of land registration and was not issued by the Registry of Deeds.
Such title is a mere scrap of paper, a complete nullity and may, and should in fact, be confiscated outright by the Registry of Deeds to prevent it from circulating around and being foisted upon the public as genuine titles’.
