Hi, I would like to request information regarding the process of knowing the owner of our land?

My family lives in Zone-4 Upper Acharon Village, Barangay Calumpang, 9500 General Santos City, South Cotabato, Philippines for almost 28 years now and we plan to have this land titled and registered but the problem is we don't know who the owner is or if there is one. The information we have is the address indicated above and nothing more. How to go about knowing the owner or if this land has owner/s?
May we know the process of knowing the owner?

Greetings!

Thank you for your request dated Feb 10, 2021 05:49:25 PM under Executive Order No. 2 (s. 2016) on Freedom of Information in the Executive Branch.

Your Request

You asked for Is there a way to know the owner of our land?.

Response to Request

In connection to your query, you may file a request for Certification for Lot Status to verify whether the property is titled or not or if it has a previous application for titling at Window 11 of the LRA One-Stop Shop of the Land Registration Authority located at East Avenue corner NIA Road, Diliman, Quezon City.

Please refer to the list of requirements for the certification below:

1. Narrative Technical Description / Form V-37 / Lot Description (all clear copy)
2. Lot Data Computation (clear copy) Note: If not available, secure a Certificate of Non-Availability and Re-survey.
3. Blue Print Copy of Cadastral Map with BL Cad Survey No. and BL Case No. Note: If not available, secure a Certificate of Non-Availability
4. Geographic Position and Plane Coordinates (GPPC) of Tie Point
5. Approved Plan (if any) Note: If there is an Approved Plan in Cadastral Map and in Technical Description / Lot Data Computation secure a copy of the approved plan.

Secure the above-stated documents at the Department of Environment and Natural Resources (DENR) Regional offices that have jurisdiction over where the property is located and present this upon your request. 

Furthermore, the certification for lot status (LRA Certification) is one of the requirements for titling through DENR or Court.


Your right to request a review

If you are unhappy with this response to your FOI request, you may ask us to carry out an internal review of the response by sending an e-mail to our Public Relations and Information Section at pris@lra.gov.ph.

Your review request should explain why you are dissatisfied with this response and should be made within 15 calendar days from the date when you received this letter. We will complete the review and tell you the result within 30 calendar days from the date when we receive your review request.

If you are not satisfied with the result of the review, you then have the right to appeal to the Office of the President under Administrative Order No. 22 (s. 2011).
