 I would to request for the  serial number of my license taken at Batangas City Licensing Center so I can register at lto portal. Hope you give me some assistance

Response to Request

The Serial Number is required in creating an LTMS Account. Unfortunately some of our clients still don't have a Driver's License Card. So, in Creating your LTMS Account, you will see the first question will be: 
" Do you have a Philippine Driver’s or Conductor’s License?"

Kindly select "NO" and then proceed to complete the Client Information.
