Hello, I'd like to know when can a student-driver drive.

Websites claim to say that student-drivers can drive when they are accompanied by a driver with either a non-professional or professional license, but I want to confirm this with LTO directly.

Is it possible for LTO to confirm if "must be accompanied by a duly licensed drive, acting as driving instructor" means any person with either NPDL or PDL?
