Good Day! I am a Non-Professional Driver's License Holder, and my license will soon to be expire. One of the requirements to renew a license is to get a CDE certificate through LTMS Portal, however when I tried to register and fill out the informations such as License Number and Serian Number of my Driver's License it appears that it is already registered where infact I never did that and it is my first time to browse the LTMS Portal.

I hope you can help me to fix this because I need this to renew my Driver's License. Thank you!

Response to your request

While our aim is to provide information whenever possible, in this instance this Office cannot provide you the information you are requesting. The LTO abides by the Data Privacy Act. Personal information cannot be publicly-published using the FOI Platform. 
The Serial Number is required in creating an LTMS Account. Unfortunately some of our clients still don't have a Driver's License Card or are still having trouble entering their serial number. So, in Creating your LTMS Account, you will see the first question will be: 
" Do you have a Philippine Driver’s or Conductor’s License?"

Kindly select "NO" and then proceed to complete the Client Information and continue with your renewal.
