Hi. I would lkke to know the serial number of my lost drivers lincence. 

I need the serial number to register to lto portal to get new drivers lincence.

You asked for Drivers licence serial number.

Response to Request

The Serial Number is required in creating an LTMS Account. Unfortunately some of our clients still don't have a Driver's License Card or are still having trouble entering their serial number. So, in Creating your LTMS Account, you will see the first question will be: 
" Do you have a Philippine Driver’s or Conductor’s License?"

Kindly select "NO" and then proceed to complete the Client Information and continue with your renewal.

Your right to request a review
