Hi, I would like to request for the serial number of my expired non-professional driver's license. I tried to register on the LTO's online portal. However, it was not successful because the portal was asking for the serial number of my driver's license. Unfortunately, my driver's license did not have that information. 
I do hope that you would be able to help me with this.

Response to your request

While our aim is to provide information whenever possible, in this instance this Office cannot provide you the information you are requesting. The LTO abides by the Data Privacy Act. Personal information cannot be publicly-published using the FOI Platform. 
Nonetheless, to assist you on your concern, the Serial Number is required in creating an LTMS Account. Unfortunately some of our clients still don't have a Driver's License Card or are still having trouble entering their serial number. So, in Creating your LTMS Account, you will see the first question will be: 
" Do you have a Philippine Driver’s or Conductor’s License?"

Kindly select "NO" and then proceed to complete the Client Information and continue with your renewal.
