Abelita 11:27 PM, Dec 18, 2019

Hi, please tell me how to file an administrative case against an unregistered vehicle involved in an accident. The latest registration of the vehicle is 2016 and it bumped my car last September 2019. The vehicle also appears to be used as a public utility without an up to date franchise. The accident occured in Quezon City and the person claiming to own the vehicle is also from the same city. Thank you!
