Hi, I would like to request a written statement/ copy of memorandum or any official proof I can submit to drivers license center in Japan, stating the LTO cannot reissue copy of those official receipts earlier than year 2021. 

I needed a copy of OR issued during my drivers license renewal for my Japanese drivers license application and so I raised this request to LTO. But LTO can no longer reissue old OR which is understandable, but the Japan office does not accept word of mouth which is also valid. So instead they asked me to submit an official statement from LTO.

Is this request offensive?
