Hi, I'm Genny Fred M. Magtanum, requesting my Driver license serial number ,so that I can register in LTO portal and renew my driver license.. 
I had received my Driver license only official receipt with printed front of my driver license.. because no card available..
 I will spent almost 9 thousand 
If I go back to LTO Naval district office just to get serial number and renew my driver license.. because right now I'm stay in Davao City..

You asked for Driver license serial number.

Response to Request

The Serial Number is required in creating an LTMS Account. Unfortunately some of our clients still don't have a Driver's License Card or are still having trouble entering their serial number. So, in Creating your LTMS Account, you will see the first question will be: 
" Do you have a Philippine Driver’s or Conductor’s License?"

Kindly select "NO" and then proceed to complete the Client Information and continue with your renewal.

Your right to request a review

If you are unhappy with this response to your FOI request, you may ask us to carry out an internal review of the response by writing to LTO Assistant Secretary Edgar C. Galvante at  ltocdmpao@lto.gov.ph.
