Hi! I would like to ask for the following information:

1. Confirmation if LTO's process of allocating license plate numbers is random, or based on a particular order (eg. order registrations are received by an LTO office)
2. The existing guidelines on handling requests for specific last digits on license plate numbers (or if such does not exist)
3. Number of private vehicles registered by final digit of plate number by region (as of latest available data)
