Hi! I would like to request for the following information: 

1. Time-frame of getting the OR/CR of a newly purchased motorcycle from a dealer.

2. Who will be at fault when not being able to get the OR/CR at a given time by standard regulations. 

3. Can we use our motorcycle on public roads in the Philippines while waiting for the OR/CR to be released? If so, for how long?

Thank you for your request dated Feb 28, 2022 03:47:04 PM under Executive Order No. 2 (s. 2016) on Freedom of Information in the Executive Branch.

Your Request

You asked for OR/CR of newly purchased motorcycle.

Response to Request

1. Please be informed that once your document is forwarded to LTO for registration it will take us 3-7 days for the release of the OR/CR. 

2. It is the dealers responsibility to process the initial registration of the vehicle. if you have a complaint regarding your dealer you may sent a complaint letter here: consumercare@dti.gov.ph.

3.No. Certification is not considered a vehicle registration. This is only an Authorization for the travel of your unit from the Dealership to your Residence which is only valid for seven days. LTO strictly enforces the NO REGISTRATION, NO TRAVEL POLICY nationwide. It is best to follow this to avoid getting late and inconvenience.

Your right to request a review

If you are unhappy with this response to your FOI request, you may ask us to carry out an internal review of the response by writing to LTO Assistant Secretary Edgar C. Galvante at  ltocdmpao@lto.gov.ph. Your review request should explain why you are dissatisfied with this response, and should be made within 15 calendar days from the date when you received this letter. We will complete the review and tell you the result within 30 calendar days from the date when we receive your review request.

If you are not satisfied with the result of the review, you then have the right to appeal to the Office of the President under Administrative Order No. 22 (s. 2011).
