Hello I'm Carl M. Romero holding a non-pro driver's license C1017027134 and I need know the serial number of my license so I can register and take the exam for the renewal. However, I only have the copy of the receipt and don't the actual card.

Response to your request

While our aim is to provide information whenever possible, in this instance this Office cannot provide you the information you are requesting. The LTO abides by the Data Privacy Act. Personal information cannot be publicly-published using the FOI Platform. 
Nonetheless, to assist you on your concern, the Serial Number is required in creating an LTMS Account. Unfortunately some of our clients still don't have a Driver's License Card or are still having trouble entering their serial number. So, in Creating your LTMS Account, you will see the first question will be: 
" Do you have a Philippine Driver’s or Conductor’s License?"

Kindly select "NO" and then proceed to complete the Client Information and continue with your renewal.

If you are not satisfied with the result of the review, you then have the right to appeal to the Office of the President under Administrative Order No. 22 (s. 2011).
