Hi! I would like to request the memorandum for the proper dress code  while driving a motorcycle. 

As stated in an interview video from Inquirer "There is no existing law prohibiting motorcycle riders from wearing shorts, Metropolitan Manila Development Authority (MMDA) General Manager Jojo Garcia said on Tuesday, 03/19/2019"
