The Coconut Preservation makes exceptions for sites that have been converted into residential, commercial or industrial areas. However, in practice, our applications to cut in such areas take several weeks to complete and include seemingly arbitrary requirements. I would like to know the *exact steps* to receive a permit to cut, including the name of every non-PCA office involved, along with the cost and the expected time to receive each sub-requirement. In other words, a complete process diagram. Please assist!

Also, the PCA's Citizen's Charter page (https://pca.gov.ph/index.php/documents/citizen-s-charter) does not provide a citizens's charter. It would be very useful if the *exact* requirements were stated in a charter and posted on this page, including requirements at other consulting/approving agencies, such as the barangay. If the barangay were then to  impose fees or other requirements not stated in the charter, then it would be immediately evident the same are contrary to the rules.
