Hi, Please can you help me.  
1. With regard to RA 8048, could you kindly  provide relevant documentation that describes the  circumstances whereby PCA  officials  may ''delegate the authority of cutting coconut trees''  to a Municipal or City Mayor.

2.  Is there a formal, or written, or verbal procedure from PCA that delegates the City Mayor or Barangay Officer to issue certification to farmer constituents to permit the cutting  of coconut trees?  
Is it mandatory for PCA representative to go to the property for an ocular inspection to assess the coconut trees to be cut?
