Your Request

You asked for Violence Against Women and Children Dataset.

Response to Request

While our aim is to provide information whenever possible, in this instance, PCW does not have the information you have requested under questions 1-4, 6, and 10. We can, however, provide you with the available data for questions 5, 7-9, which specifically inquire about the following:

- distribution of VAW cases per region and from 2016 to the 1st quarter of 2023 only
- agencies for immediate response to VAWG cases and purposes
- plans and programs of PCW on VAWG
- VAWG manuals and guidelines for handling victims of VAWG

Attached is a copy of the VAW cases by region in the Philippines, covering the period from 2016 to the 1st quarter of 2023, as provided by the Philippine National Police.

For the agencies that are tasked with immediate response to VAWG cases, the Republic Act 9262, or the Anti-Violence Against Women and Their Children Act of 2004, established an Inter-Agency Council on Violence Against Women and Their Children (IACVAWC). The Council is composed of CSC, CHR, DepEd, DOH, DILG, DOJ, DOLE, DSWD, PCW, CWC, PNP, and NBI. These agencies are tasked with formulating programs and projects to eliminate VAWC based on their respective mandates, as well as developing capacity-building initiatives for their employees to become more gender-sensitive to the needs of their clients.

The Philippine Commission on Women (PCW) served as the Secretariat to the Council. Its main function is to coordinate and monitor the implementation of the policies and guidelines promulgated by the Council; assist in establishing, maintaining, and managing a central database on VAWC, wherever feasible; provide technical, secretariat, record-keeping, and other services to the Council; and perform such other functions as may be directed by the Council. PCW also served as the lead agency for the 18-day Campaign to End VAW in the Philippines.

Additionally, we are furnishing you with the manuals and guidelines for handling the cases of VAWG victims which include the following:

-PNP-WCPD Manual (attached); and
- DSWD Administrative Order No. 014, series of 2012 (https://www.dswd.gov.ph/issuances/AOs/AO_2012-014.pdf)

As for your complete request, we recommend that you directly contact the Philippine National Police, for it is the most appropriate office for your concern. As of now, PNP is the only source of data on the national incidence of violence against women and has a well-established reporting system through its Crime Information Reporting and Analysis System (CIRAS).
