Hi! I would like to request information regarding:

1. List of all agencies and organizations in the Philippines that provide shelter/housing services for victims of violence against women, including:
a) Contact Details
b) Address

2.  Updated standards/ guidelines on constructing a shelter for Victims of Violence against Women.

3. List of Violence against Women and Domestic Violence cases per region in the years 2019-2023 or if there are none until the year 2023, cases in the years 2019-2022 will be just fine.

Shelter for the Victims of Violence against Women in the Philippines

Response to Request

We are providing you with the DSWD Centers and Residential Care Facilities (CRCF) report as of May 20, 2022, together with their contact information, and the DSWD Administrative Order No. 11 series of 2007, or the Revised Standards on Residential Care Service. Kindly take note that DSWD Centers and Care Facilities are not just for victims of VAWC but for other claimholders as well, and other DSWD Field Offices around the country also maintain their own facilities for women and children.

We are also sending you the latest data on the reported VAWC cases, which is from January 2019 to March 2023 only, as provided by the Philippine National Police.

Kindly see the attached files in this reply for the documents we have acquired from the mentioned agencies.

In the Philippines, Republic Act 9262, or the Anti-Violence Against Women and their Children Act of 2004, penalizes domestic violence against women and their children. The law covers physical, psychological, sexual, and economic abuses committed by intimate partners.

Section 40 of this law mandated DSWD and LGUs to provide temporary shelters, counseling, psycho-social services, and/or recovery, rehabilitation programs, and livelihood assistance to the victims.

As of now, PNP is the only source of data on the national incidence of violence against women and has a well-established reporting system through their Crime Information Reporting and Analysis System (CIRAS). This electronic system is fully operational in all police stations and community precincts in the country.

Please ensure proper citation and you may also email the PNP Women and Children Protection Center at omd.wcpc@pnp.gov.ph/statistics.wcpc@yahoo.com.ph and Department of Social Welfare and Development at inquiry@dswd.gov.ph for further assistance on data and analysis concerns.

As an additional data source, please also check the results of the National Demographic and Health Survey (Violence Against Women Chapter), which you may download from the website of the Philippine Statistics Authority (PSA): https://psa.gov.ph/statistics/national-demographic-health-survey. The PSA also releases the Annual Statistical Fact Sheets on Women and Men in the Philippines, which, among others, contain VAW data: https://psa.gov.ph/gender-stat/wmf.
