I would like write to your good office if I may be allowed to ask for refund for my recently acquired police clearance. I submitted my application request  online via the PNP website but there is no option for first time job seekers. Thus, I don’t have any other choice but pay the clearance and transaction fee in full amount. Since RA 11261 offers the police clearance free of charge for first time job seekers, the PNP website should’ve considered such option in the application online. Being it’s part of the agency’s error. I hope my request for refund will be accepted.Thank you

Just a quick follow up on this request, I tried asking the police personnel about my refund but according to them, there’s an option for first time job seekers upon editing the profile in the online PNP clearance website. I tried to make a new account with a new email address and under a new name but upon checking, although there is indeed an option for first time job seekers, the box cannot be checked. Attached herein is a proof that such option seems un clickable compared to the other. Thus, I would like to ask for reconsideration regarding my refund request. Thank you

Since the photo failed to show the process of me clicking the box indicated for the first time job seeker option, may I suggest  your good office to pass an application on the said website as well in order to have a thorough review on the matter and to check the viability of the system of the PNP clearance website. As this can also help future applicants. Thank you.

Response to Request

This pertains to your to your request for refund on the payment for the National Police Clearance (NPC). We regret to inform you that your request cannot be granted, for we only process the refund for the following circumstances: double payment, system error; or any reasons on the part of the National Police Clearance System.

If the request for refund is due to personal reasons like change of mind, unclaimed clearance because of prior commitments, no longer needed, and any other reasons/causes on the part of the NPC applicant, the request will not be considered.
