Hi! I would like to know the following for my research:

1.) Statistics on the war on drugs in the Province of Albay during 2016 to 2021.
2.) How many drug users were killed, and arrested from 2016 to 2021?
3.) How many of our government workers that used illegal drugs were arrested, or killed during 2016 to 2021?
4.) How many law enforcers were killed during the operation?
5.) How many drug users were placed in rehabilitation centers? After rehab, how many continued using illegal drugs?
6.) Crime index that involves illegal drugs in the Province of Albay.

Please be informed that, based on Article III, Section 7 of the 1987 Philippine Constitution specifically provides for the people’s right to information, promoting transparency and accountability . The PNP, as the country’s premier law enforcement agency is likewise committed in advocating transparency. Thus, the promulgation of the PNP Freedom of Information Manual ascertains the policies on the access to certain documents, transactions, data and information which are required by law to be opened to the public. 

In this regard, we regret to inform you that we cannot provide you with your requested documents and data since they are included on the List of Detailed Exceptions on the Right to Access to Information, to wit:

b.	PNP/Government workers who were found positive for drug use pending resolution of their administrative cases in view of the Confidentiality Rule as provided by RA 9165;
c.	High Value Target of Drug Related Cases;
d.	Bio Profile Forms of Drug Personalities;
e.	Crime Statistics and Data; and
f.	Information of On-going Research and Development.
