is there a separate memorandum that HPG follow aside from the lto memorandom about auxiliary light. because i see in recend video that the police officer says that auxiliary light is elegal and have a 10k fines, also he added that there is a new memorandum that the HPG received and says its elegal to clarify my question can i have the memorandum from the HPG that says auxiliary light is elegal
