Please issue CERTIFICATE OF DESTRUCTION under Philippine National Police Freedom of Information Handbook, Section 2.3 g for DESK SERGEANT LOG BOOKS PRE - 2017

g. If the document/record being requested is not
available, for reason of disposal or no such record
is being maintained, a Certification on the nonavailability of the record shall be provided to the
requesting person.

August 6, 2022 Dipolog City Police Station - Requested to view and copy Entry in Desk Sergeants Record book 2008 and it was found all Desk Sergeant Record books prior to 2017 have been destroyed.

BGEN ALINSANGAN, I OBJECT TO AN EXTENSION; I have NOT requested you to conduct a "thorough inquiry", you did that previously.

You have previously stated in public on this website that you could not locate the "Desk Sergeant Log Books" and all I have Requested  is a Certificate of Destruction as you are required to issue by LAW. 

1. Either present the pre-2017 books or issue a Certificate of Destruction within the allowed 15 days, anything less is CORRUPTION, OBSTRUCTION and causing me further MENTAL ANGUISH which is CHILD ABUSE

2. You have NO ALLOWABLE GROUNDS FOR AN EXTENSION OF TIME;

Please specify your reason for Extension as 2.3 Response to Requests

a. The PNP FRO/FDM shall respond to a request
fully compliant with requirements of para 2.1 hereof
as soon as practicable but not exceeding fifteen
(15) working days from receipt hereof. The period
to respond shall commence from the receipt of a
request until the decision of the concerned officer to
grant or deny the request.

b. The response period may be extended beyond
fifteen (15) days if:

Chapter 2

1) There is a need for extensive search in the
PNP’s records facilities or examination of
voluminous records;

2) There are fortuitous events (eg. typhoon,
suspension of office, etc.) or other similar
circumstances;

3) There is/are insufficient detail/s indicated in
the request to enable the office to promptly
identify the desired record/s;

4) The information requested is related to
records that are part of a court proceeding.

COP Dipolog Police Station EDWIN DUNECEHO VERZON admitted in writing on August 17, 2022, that the Desk Sergeant Log Books from 2008 that contains a Statement about the Attempted Murder of a Minor, can't be located (see attached).

All of the Desk Sergeant Log Books Post 2017 were found sitting in the shelf of the Desk Sergeant, and this was captured on video, with the admission of the Desk Sergeant that Pre-2017 books were recently relocated to an unknown location.

Please issue a Certificate of Destruction as required by law, or produce the books as required by law, it is that simple.

While our aim is to provide information whenever possible, Please be informed that under the FOI manual, all requests must comply with all the requirements being asked in the portal. With your request, it has been noted that you fail to sufficiently identify the reason/s or purpose of it. Thus, the undersigned humbly inform you that your request is denied.
