Good day. I would like to inquire on what are the trainings accredited by the PNP for Lateral Entry Program of Civilian applicants who are Registered Criminologist and what training centers are accredited and eligible to give such trainings.

Dear Rosemarie Layoso,

Greetings!

This pertains to your request for trainings and training centers accredited by the PNP for civilian applicants who are registered criminologists applying for lateral entry.

NAPOLCOM Memorandum Circular No. 2021-003, entitled “Prescribing the Guidelines and Procedures for Lateral Entry as Police Commissioned Officer”. Section 3 provides the general qualifications an applicant must possess. For a non-uniformed personnel and civilian applicant, he/she must possess training and experience in the field of expertise, based on NAPOLCOM policy issuances confirmed by the CSC, which the technical unit concerned shall require.

The Forensic Group of the Philippine National Police is the only technical unit that caters registered criminologists who are experts in the field of forensic through trainings and experience. Most of the Non-Commissioned Officers assigned with that unit are registered criminologists and they were provided with trainings duly certified by the Directorate for Human Resource and Doctrine Development. Relatedly, no training centers were given accreditation by the technical unit. 

It is also provided in Section 36 of the Implementing Rules and Regulations of R.A.11131 known as the Philippine Criminology Profession Act of 2018, that those who are already .in the police as non-commissioned officers and who are already registered and licensed criminologists shall be given preference for lateral entry."

It is then suggested that a civilian registered criminologist shall apply for the Patrolman/Patrolwoman Recruitment Program due to number of registered criminologists who were already in the police service. And when he/she is already in the police service he/she may apply via lateral entry either for line or technical service.
