Good day!
The Children's Emergency Relief and Protection Act (RA 10821) was enacted in May 2016 and the PNP is among the identified offices/institutions tasked to implement the law to protect children against abuse in times of disasters.
For this reason, may I request a copy of PNP's policy directives (circulars, orders) and plans to see what has done to implement RA 10821? It is not meant to evaluate the agency/office per se but the research hopes to show where is the law in terms of its stage of implementation.

Dear PBGen. Blanco,
This letter is in line with my eFOI request dated 10 May 2021 re copy of PNP's policy directives (circulars, orders), plans, and programs aimed at implementing RA 10821 of 2016. (Please find attached copy for refererence).
Section 4 (d) entitled Stronger Measures to Ensure the Safety and Security of Affected Children states that “Under the Program, the Philippine National Police (PNP) shall, in coordination with the Armed Forces of the Philippines (AFP) and the DSVVD, DILG, LGUs, Department of Education (DepED), Commission on Higher Education (CHED) and CSOs in the community, monitor and ensure the safety and the security of the affected children in the areas declared under a state of calamity and shall protect them against all forms of abuse and exploitation.
Upon the declaration of a national and local state of calamity, the PNP and the DSWD, with the assistance of the AFP operating units in the area and local councils against trafficking and violence against women and their children, in accordance with existing laws, shall immediately heighten
comprehensive measures and monitoring to prevent child trafficking, labor, and prostitution, including domestic and sexual violence, in the areas declared under a state of calamity.”
In line with the abovementioned Section 4 (d), may I request for a copy of a) PNP Circulars or Orders or Guidelines issued to its different regional and field offices; b) related Joint Circulars (if any) with DSWD; c) PNP Plans with objectives, targets and to monitor compliance to the said Section, If any.
I am currently finishing my academic Policy Research entitled Review on the Implementation of the “Children’s Emergency Relief and Protection Act (R.A. 10821): Towards an Enhanced Disaster and Risk Reduction and Management Plan” which aims to determine the status of implementation of the law by government agencies since it was enacted 5 years ago. Data gathering is also being done at the LGU level on this matter to draw inputs and recommendations to enhance DRRM planning.
