This pertains to your request dated February 21, 2022 re Blotter Certification as one of the requirements of your insurance Claim.

in this connection, please be informed  that all request under RA 9485 defines "Frontline Services" as the process or transaction between client and government offices or agencies involving applications for any privilege, right, permit, reward, license, concession, or for any modifications, renewal or extension of the enumerated applications and/or requests which are acted upon in the ordinary course of business of the agency of office concerned. 

Therefore, all documents issued by the PNP through the frontline services such as blotter certificate shall be excluded on the policy of FOI. However, it  can be accessed directly to the concerned  police station.
