1. Data on Commissioned Rail Carts 
2. Data on Decommissioned Rail Carts (specifically those that are still intact and sitting in yards)

I refer to my letter of Sep 14, 2023 05:58:25 PM about your request under Executive Order No. 2 (s. 2016) on Freedom of Information in the Executive Branch, for Data on PNR Rail Carts.

In order for us to work further on your request, we need more information from you regarding your query. The management is requiring a Non-disclosure Agreement (NDA) for your request for data. Please see attached draft NDA for your review. Kindly accomplish and submit to us once you conform with the NDA.
