Hi! I'm here to ask for a list of countries that has Foreign Reciprocity under R.A. 7920. Countries that recognizes Electrical Engineers from the Philippines as Engineers in their land.

This is for future options for me to seek for employment outside of the Philippines.

Your Request

You asked for Electrical Engineer Foreign Reciprocity (RA 7920).

Response to Request

Please be informed that on the area of recognition of professionals, the PRC-IAO seeks to increase its collaboration with counterparts outside the Philippines in order to enter into bilateral or regional Mutual Recognition Agreements.  These would allow the ease of recognition of professions with other countries, and would ease the movement of persons under the trade in services.


At the moment, on the area of Electrical Engineers, we currently have the following Mutual Recognition Arrangements on Chartered Professional Engineers with the other nine (9) ASEAN Countries, as follows:


1.      Brunei Darussalam

2.      Cambodia

3.      Indonesia

4.      Lao PDR

5.      Malaysia

6.      Myanmar

7.      Singapore

8.      Thailand

9.      Vietnam

 
A professional engineer who meets all of the following qualifications and conditions is eligible for registration as an ACPE:

a) completed an accredited and recognized engineering program by CHED;

b) possesses a current and valid professional registration or licensing certificate to practice engineering works in the Philippines by the PRC;

c) has acquired experience of not less than seven (7) years of active practice;

d) has spent at least two (2) years in responsible charge of significant engineering work;

e) has complied with CPE/CPD; and

f) has confirmed signature on statement of compliance with codes of ethics.

Qualified Professional Engineers may submit their application through the ACPE Online Registration System via https://online.prc.gov.ph/ or https://online1.prc.gov.ph/. Applications will then be reviewed by the ASEAN Monitoring Committee on Engineering Services for the Philippines, and a professional interview may be conducted, as necessary, by the appropriate Professional Regulatory Board.

Successful registration as an ACPE would qualify you to become a Registered Foreign PE.

Similarly, there is also a register on APEC Engineers, which covers 16 member economies; however, this would still require a separate recognition process since we have yet to establish our separate MRAs with the member economies. 

European countries, such as Germany, also recognize professions from the Philippines, subject to an individual recognition process per country (or State in the case of Germany).

Further, please know that if you have a specific country/region in mind, we can assist you further on your inquiry, and perhaps we can refer your inquiry directly with the POLO of the country you are interested in.  However, a list of countries as a whole cannot be provided since it is an area of continuous development and more often, if without an MRA between the Philippines and the other countries, recognition is determined on a case-to-case basis.
