1. Number of Blind and Deaf students enrolled per province in Region IV-A
2. Number of Blind and Deaf teachers per province in Region IV-A
3. Number of Teachers teaching in SPED Centers or Schools
4. Number of Persons with Disability that are out of school youth per province in the Region IV-A
