Can I get a copy of the technical documentation on how the QR code was structured?

I want to study the decoding and/or decryption algorithm of the QR code of the national ID in order to develop a software that can utilize the QR code. Thus leveraging a standard from the government.

Where can I get the said document?

I tried the following document:

However, the said document doesn't completely specify how to process the contents of the QR code data.

If I may, I want to get a copy of the tech document.
