I would like to know how the step-by-step process to get a new national ID because I lost my old one. I would also like to know the needed documents and fees.

Please note that you need to only register ONCE in the PhilSys; with the issuance of your PhilID, your PhilSys Number (PSN), which is your permanent unique identification number in the PhilSys registry has already been generated.
