Hi! I would like to know if the document is valid and is issued by the National Statistics. John Royce Uy, the name under the certificate already admitted that he already has an existing marriage to another person but during the marriage, he submitted this document showing that he has no record of marriage. 

I have a copy of his alleged cenomar and would like to verify it.
